Create a central manager web app

Create a centralized Displagent manager in the form of a web app (doesn't need to be a desktop app, so no need bothering with it).
Potential use cases for the web app:
- Track/manage device IDs.
- Check device heartbeats.
- Manage/check device alert schedules.
- Manage/check alert settings.
- Check device usage history? (e.g. What report was playing at 2pm?)
- Issue report commands?
